With its early neoclassical decoration, it was one of the city’s most impressive buildings when completed. In 1804, Tsar Alexander I, who was visiting Pärnu, also stayed there. From 1839, the building was used as the Town Hall, and the former medieval town hall was demolished. As the newly added city council, the town duma, needed its own premises, a new Art Nouveau building with Neo-Baroque details was completed on the north side of the Town Hall in 1911. Based on its appearance, people today often think that this town duma building, now the city council building, is older than the Town Hall!
